“Related instructions” principally describe how the protection objectives specified in
the accident-prevention regulations can be achieved. They do not preclude other, at
least equally safe solutions which may have been set out in technical rules issued by
other member states of the European Union or other states which are party to the
Agreement on the European Economic Area. The instructions also contain additional
explanatory notes regarding accident-prevention regulations.
Test reports by test laboratories licensed in other member states of the European
Union or in other states which are party to the Agreement on the European
Economic Area are considered equal to German test reports, provided such bodies’
test reports are based on tests, test methods and design requirements equal to
those used by the German bodies. In particular, a body shall be deemed to meet
these criteria if it fulfils the requirements set out in the EN 45 000 series of
standards.

I. Scope

Scope
(1) This accident-prevention regulation applies to
1. the stage and performance areas of staging facilities and
2. the production and performance areas of production facilities for film,
television, radio and photographic use.
(2) This accident-prevention regulation does not apply to cinemas without
stage areas or to fairground-entertainment or circus companies.
Instruction relating to Section 1, Paragraph (1)
In specific cases, these may also include audience areas if production or
performance activities occur in those areas or if audience members act in the same
capacity as a person insured with a Berufsgenossenschaft (hereinafter referred to as
an “insured person”).
II. Definitions

Definitions
Within the meaning of this accident-prevention regulation,
1. staging facilities are all workplaces in buildings or outdoors which have
stages or performance areas, including the necessary equipment;
2. production facilities for film, television, radio and photographic use are
studios, acting areas and performance areas in the case of outdoor
recording/filming, including the equipment required for them;
3. safety equipment is all technical equipment used in staging and production
facilities to avert immediate hazards; and
4. mechanical equipment is all technical equipment used for operations in
staging and production facilities.

Instruction relating to Section 2, Items 1 and 2
Staging and production facilities include, for example, enclosed and open-air
theatres, multi-purpose halls, studios, acting and stage areas in concert halls,
schools, cabarets, music halls, bars and discotheques.
Definitions are given in, for example:
DIN 56 920-1= “Theatre technics; nomenclature, different kinds of theatres and
stages”
DIN 56 920-2= “Theatre technics; nomenclature, theatre buildings”
DIN 56 920-3= “Theatre technics; nomenclature, equipments for stages”
